Cette loi oblige les bailleurs \u00e0 ne prendre en compte que 2 mois de caution et 2 mois de loyer lors de l\u2019\u00e9tablissement du contrat de bail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;En effet, m\u00eame si cette mesure a \u00e9t\u00e9 salu\u00e9e par les populations et notamment les locataires, la r\u00e9alit\u00e9 est tout autre sur le terrain, car force est de constater que rien n\u2019a changer, Le march\u00e9 de l\u2019immobilier baigne encore dans l\u2019anarchie et les propri\u00e9taires ont toujours trouv\u00e9 le moyen de contourner les mesures prise par l\u2019\u00c9tat puisque ces derniers ne se sentent pas concern\u00e9 par cette loi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cette situation encore plus accentu\u00e9 par le d\u00e9ficit de logement met le consommateur(locataire) dans une situation d\u00e9favorable vis-\u00e0-vis du bailleur, la demande \u00e9tant sup\u00e9rieures \u00e0 l\u2019offre, le locataire n\u2019a d\u2019autre choix que celui de se conformer aux exigences du propri\u00e9taire au risque de se voir ravir l\u2019habitation souhaiter par un autre demandeur beaucoup plus r\u00e9ceptif.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dans ces conditions, il serait bien \u00e9videment difficile de mettre en application cette loi dans toute sa rigueur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le constat est donc clair et l\u2019\u00c9tat&nbsp; doit encore plus s\u2019impliquer en mettant l\u2019accent sur la politique de logement \u00e0 travers les logement sociaux, sans cela les usagers eux-m\u00eames ne sont pas pr\u00eats&nbsp; \u00e0 mener le combat pour imposer aux bailleurs le respect des dispositions contenues dans la loi car malgr\u00e9 les efforts consentis jusque-l\u00e0 le d\u00e9s\u00e9quilibre entre l\u2019offre et la demande de logement est de plus en plus grandissant et les populations de plus en plus vuln\u00e9rable face aux agissements de certains bailleurs v\u00e9reux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">#immobilierciv<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">#biim.ci<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">#loyer<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>","protected":false},"excerpt":{"rendered":"<p>La loi portant plafonnement des cautions et des acomptes des loyers institu\u00e9s en 2018 et revue en 2019(loi num\u00e9ro 2019-576 du 26 juin 2019 instituant code de la construction et de l\u2019habitat).
